The Advisory, Conciliation and Arbitration Service (ACAS)
They do a great job. Their telephone helpline is well utilised by both employers and employees and whilst they do not always appear to be able to be specific about a certain issue, the advice provided is usually sound and given in Plain English which is great. ACAS also conciliates in tribunal cases and contact details are sent to both Claimant and Respondent once a Claimant has lodged their Application.
